It doesn't take long for estates costs to eat through a budget. Regarding the network, the University operates a WiFi network called Lapwing that might ease some of their concerns about network access. As for the hard network I guess it would be in their interest for it to be left as intact as possible, at a push they may allow you to supply a switch into one of their cabinets so the ports can be kept live through the space. There are some fantastic resources available through the academic network and it would be a shame to lose it.
